using actives/exfoliators can remove blackheads over time.
a basic chemical exfoliant is salicylic acid. finding noncomedogenic cleansers, moisturizers, toner/serums with 2% or more salicylic acid can be very beneficial.
Some very well known cleansers like CeraVe SA Cleanser is one of many products that showcase salicylic acid.

Try ishonest blackheads series. There are products for all types of skin types.

Have you tried this? This did worked wonders for me! I have oily skin.
